On September 27, 2001, the San Antonio City Council established the Brooks
Development Authority (BDA), an independent entity under the Texas Defense Base
Development Authorities statute. In addition to its role in economic
development, the BDA is responsible for property and infrastructure maintenance,
development, land use and environmental planning for Brooks City-Base.
The BDA is governed by a Board of Directors consisting of eleven members, individually
appointed by the City Council of San Antonio, and an ex-officio Air Force
liaison member. There are two standing board committees: the Planning &
Development Committee and the Finance Committee.
The Planning & Development Committee responsibilities include: Vision, Goals,
Objectives, Strategies, Definition and Measurement of Success, Physical
Planning, Marketing, Development and Construction, Historic Preservation, Sales
and Leasing.
The Finance Committee responsibilities include: Accounting,
Legal, Risk, Regulatory, Personnel, Administration, Management, Property and
Resource Management, Utilities, Equipment Maintenance, Safety and Security.
The eleven council-appointed members also form the board of the Brooks
City-Base Foundation.
